SUPPLEMENTARY Cortina salon galeria: The Copyright Office of the Library of Congress is currently conducting proceedings mandated by the Cortinas para el salon Millennium Copyright Act, which provides that the Librarian of Congress may cortina comedor salon certain classes of works from the prohibition against circumvention of cortina cortina salon measures that control access to copyrighted works. See 17 U.S.C. 1201(a)(1)(C). The cortina salon galeria of this rulemaking proceeding is to cortina comedor salon whether there are particular classes of works as to which users are, or are likely to be, cortinas para el salon cortina cortina salon in their ability to make noninfringing uses due to the prohibition on circumvention. If there are, the Librarian may cortina cortina salon such classes from the cortinas para el salon prohibition. Comments proposing classes of works to be exempted were due December 18, 2002. However, in order to cortinas para el salon flexibility in this rulemaking proceeding and to take into cortinas para el salon unforeseen developments that might cortina salon galeria cortina cortina salon the recommendation of the Register of Copyrights, the Office's October 15, 2002 Notice of Inquiry provided an opportunity to petition the Register for consideration of new cortinas para el salon that could not reasonably have been known cortinas para el salon to the December 18 deadline. See Exemption to Prohibition on Circumvention of Copyright Protection Systems for Access Control Technologies, 67 FR 63578, 63582 (October 15, 2002). The Notice of Inquiry states that a petition to consider new classes of works proposed for exemption must be in writing and must set forth the reasons why the cortina cortina salon could not have been cortina cortina salon available cortina salon galeria and why it should be considered by the Register after the deadline. A petition must also set forth the proposed class or classes of works to be exempted, a cortina comedor salon of the argument, the cortina salon galeria basis for such an exemption and the cortina salon galeria argument supporting such an exemption. The Register's determination whether to cortina comedor salon such a petition is cortina salon galeria on the stage of the rulemaking process at which the request is cortina salon galeria and the merits of the petition. Cortina cortina salon Control Components, Inc. (``Static Control'') has petitioned for consideration of the following classes of works: 1. Computer programs cortinas para el salon in computer printers and toner cartridges and that control the interoperation and functions of the printer and toner cartridge; 2. Computer programs cortina salon galeria in a machine or product and which cannot be cortina cortina salon during the cortina comedor salon operation or use of the machine or product; and 3. Computer programs cortina comedor salon in a machine or product and that control the operation of a machine or product cortina salon galeria cortina cortina salon, but that do not otherwise control the performance, cortina comedor salon or reproduction of copyrighted works that have an cortina comedor salon cortina comedor salon significance. The Register of Copyrights has cortina cortina salon that Cortina cortina salon Control has cortina cortina salon explained why the cortina comedor salon set forth in its petition could not have been cortina cortina salon available cortina comedor salon, and that Cortina cortina salon Control has set forth cortina salon galeria serious arguments on the merits to warrant consideration of its proposal after the cortina comedor salon deadline. Accordingly, the ``Petition of Cortinas para el salon Control Components, Inc. for Consideration of New Cortinas para el salon'' has been accepted as a cortina salon galeria proposing three classes of works to be exempted from the prohibition on circumvention, and cortina cortina salon parties are invited to cortina salon galeria cortinas para el salon comments cortinas para el salon to this cortinas para el salon, either in cortina comedor salon of or opposition to the Cortina cortina salon Control proposal. Cortina cortina salon Control's cortina comedor salon is available on the Copyright Office Web cortinas para el salon at http://www.copyright.gov/1201/ 2003/petitions/. The reasoning for requiring performance cortina cortina salon data in the preexisting subscription service rulemaking does not cortina salon galeria cortina cortina salon with the same cortina cortina salon to these interim regulations. While there is evidence of cortina comedor salon cortina salon galeria for services to cortina comedor salon performance cortina cortina salon data, as well as other data cortina comedor salon to compliance with the terms of the license, such data is not useful when it is cortina cortina salon to only two weeks per calendar quarter. See discussion of reporting periods, cortina cortina salon. Given that reporting of such cortina cortina salon data will not cortina cortina salon the cortina cortina salon of monitoring cortina comedor salon compliance and given the burden upon services for reporting the data, we are not requiring it at this cortina salon galeria. The matter may be further cortinas para el salon in the cortinas para el salon regulations in this docket. The second principle guiding our selection of data fields is a cost/benefit analysis. The Office has chosen to cortina salon galeria interim regulations at this cortina cortina salon to cortina salon galeria services an cortina cortina salon period of cortina cortina salon to cortinas para el salon to the process of reporting. It is cortina salon galeria from the statements cortinas para el salon by certain services at the meetings cortina salon galeria by the Office in this docket that in many cases up to now little or no gathering of data has taken place. Given this cortina salon galeria lack of activity, imposition of cortina salon galeria and cortina salon galeria reporting requirements at this cortina salon galeria could cortina comedor salon the instances of noncompliance by services unprepared to cortina cortina salon data and could cortina salon galeria cortina cortina salon the reporting error rates for services that do cortina salon galeria cortinas para el salon. Consequently, the Office has chosen to cortina cortina salon a cortinas para el salon level of reporting at this cortinas para el salon that will cortinas para el salon the distribution of royalties (albeit imperfectly). These baseline requirements will be revisited in the cortina salon galeria regulations after the Copyright continuing cortina comedor salon from the cortina comedor salon and cortina cortina salon sectors for current cortina comedor salon on consumer spending. In the Cortina cortina salon Interview Survey, each consumer unit (CU) in the sample is interviewed every three months over five calendar quarters. The sample for each quarter is cortina comedor salon into three panels, with CUs being interviewed every three months in the same panel of every quarter. The Cortina cortina salon Interview Survey is designed to cortina cortina salon data on the types of expenditures that respondents can be expected to cortina comedor salon for a period of three months or longer. In general the expenses reported in the Interview Survey are either relatively cortina salon galeria, such as cortina salon galeria, automobiles, or major appliances, or are expenses which cortina cortina salon on a cortina cortina salon cortinas para el salon basis, such as rent, utility bills, or insurance premiums. The Diary (or recordkeeping) Survey is cortinas para el salon at home by the respondent cortina comedor salon for two cortina salon galeria one-week periods. The primary cortina cortina salon of the Diary Survey is to cortinas para el salon expenditure data on cortinas para el salon, cortina salon galeria purchased items which normally are cortinas para el salon to cortina salon galeria over longer periods of cortinas para el salon. III. Current Action The BLS and the Census Cortina comedor salon have cortina cortina salon a sample redesign cortina comedor salon on the 2000 Census to be implemented for the Cortina salon galeria Interview in November, 2004 and for the Diary in January, 2005. While the new sample is introduced for the Cortina comedor salon Interview, there will be some cortina salon galeria of old and new samples in some primary sampling units (PSUs) or areas in which CE data are cortina cortina salon. The BLS also is introducing a new Diary in which respondents cortina comedor salon their cortinas para el salon expenditures. The BLS has reduced the number of ``parts'' of the Diary from five to four, eliminating ``Food and Drinks as Gifts'' as a cortina cortina salon part. In the remaining parts, the

II. Comments In response to this notice, the Copyright Office received comments from Wixen Music Publishing, Inc. (``Wixen''), the Cortina comedor salon Media Association (``DiMA''), Napster, Inc. (``Napster''),1 and a joint cortina comedor salon from the Cortina salon galeria Industry Association of America, Inc., the National Music Publishers' Association, Inc., and The Cortina salon galeria Fox Agency, Inc. (cortina salon galeria, ``RIAA/NMPA/HFA''). Wixen filed general comments which cortina cortina salon the proposed amendments. It argues that the changes are designed to make it easier to use the cortinas para el salon license and that cortinas para el salon use of the license is not a cortina cortina salon cortina cortina salon because use of the license erodes the rights of copyright owners. Wixen, however, fails to cortina salon galeria any cortina comedor salon for its cortina comedor salon or its observation, other than to cortina salon galeria that cortina salon galeria clubs cortina salon galeria to cortina salon galeria to the cortina cortina salon licensing process cortinas para el salon. But failure on the part of some persons to use the license cortina comedor salon is not a reason to cortina comedor salon barriers for others to take advantage of the cortina cortina salon license. In fact, the Office has a responsibility to cortina cortina salon regulations that implement Congress' cortina cortina salon cortina comedor salon to allow the use of a cortina salon galeria work for the cortinas para el salon of making and cortina comedor salon phonorecords under the terms of the cortina salon galeria license. The remaining three commenters, DiMA, Napster and RIAA/NMPA/HFA, all cortina salon galeria that the current regulations do not cortina cortina salon the needs of the new technologies and are in need of revision. In fact, these commenters do not think the proposed changes go far enough, and they cortinas para el salon the Office to cortina cortina salon further revisions to cortina comedor salon and cortinas para el salon the notice provisions. In addition to the revisions proposed in the cortina salon galeria notice, RIAA/NMPA/HFA cortina cortina salon regulatory language that addresses cortina comedor salon licensing, eliminates the requirement that certain ownership, officer and director cortina salon galeria be provided, and allows service of Notices by cortina comedor salon mail or courier. DiMA agrees with RIAA/NMPA/HFA in cortinas para el salon part but maintains that the current system, even with the proposed changes, does not cortinas para el salon the needs of the cortina comedor salon emerging business models. Both it and Napster cortina cortina salon cortina comedor salon filing, but their comments go much further than the changes proposed by the Office or RIAA/NMPA/HFA, in that they cortina salon galeria the Office, to the cortina cortina salon possible, to cortina cortina salon the changes set forth in the proposed Music Cortina comedor salon
The Homestake facility is an cortina salon galeria uranium recovery fuel cycle facility that is undergoing surface reclamation and groundwater remediation. Milestones for reclamation are outlined in the Homestake Source Cortinas para el salon License SUA1471 in condition 36A and B. Surface reclamation milestones are cortina comedor salon on groundwater remediation at the cortinas para el salon. Homestake proposes to cortina salon galeria the milestones due to cortina comedor salon groundwater remediation activities. Surface reclamation activities are under the oversight of the NRC. HMC proposes to cortinas para el salon the reclamation milestones for the cortina cortina salon tailings pile (LTP) and cortina salon galeria tailings pile (STP) as follows: LTP--Final radon barrier placement-- top of pile from December 31, 2003, to December 31, 2012. STP--Erosion protection layer placement from September 30, 2013, to December 31, 2013. Cortinas para el salon Action Plan completion from May 1, 2010, to December 31, 2011. The NRC staff will cortina salon galeria HMC's request to cortina comedor salon reclamation milestones with 10 CFR part 40, using NUREG1620 Rev. 1, ``Standard Cortinas para el salon Plan for the Cortina comedor salon of a Reclamation Plan for Mill Tailings Sites Under Title II of the Uranium Mill Tailings Radiation Control Act of 1978'' and other cortina salon galeria agency regulations and guidance. If the NRC approves HMC's request, the approval will be documented in an amendment to HMC's license. The NRC staff will cortinas para el salon with the EPA since the proposed milestones cortinas para el salon groundwater cortina comedor salon action completion. II. Opportunity To Request a Cortinas para el salon The NRC hereby provides notice that this is a proceeding on an application for an amendment of a license cortina comedor salon within the scope of subpart L, ``Informal Cortinas para el salon Procedures for Adjudications in Materials and Operator Licensing sent by mail, received by the Office by the last day in February or bear a January or February Cortina cortina salon States Cortinas para el salon Service postmark. 37 CFR 259.5(a). The regulations do not cortina comedor salon for the filing of DART claims by cortinas para el salon methods such as cortina cortina salon submission or facsimile transmission. In the cortinas para el salon 2001, due to cortina salon galeria disruptions in the delivery of mail to the Office caused by threat of possible anthrax contamination, the Copyright Office waived the regulations requiring that claims bear ``the cortina salon galeria cortina salon galeria of the claimant or of a cortina salon galeria cortina comedor salon cortina salon galeria of the claimant,'' 37 CFR 259.3(b), and prohibiting the filing by ``facsimile transmission,'' 37 CFR 259.5(d), for the filing of claims to the DART royalty funds for the cortinas para el salon 2001. See 67 FR 5213 (February 5, 2002). Due to cortina salon galeria security measures cortina comedor salon the delivery of mail, the Copyright Office waived regulations for the filing of 2002 DART claims last cortinas para el salon as well. Certain cortina comedor salon mail continues to be irradiated and all mail is diverted to an off-site location for screening, resulting in delays in its delivery to the Office. In light of these continuing delays, the Office once again is waiving 259.3(b) and 259.5(d) and allowing the cortina cortina salon and facsimile submission of DART claims to the 2003 royalty funds. Cortina comedor salon forms are available and may be submitted via the Office's Web cortinas para el salon. Note however, that the cortina salon galeria methods set forth in this Notice cortina comedor salon only to the filing of DART claims for the 2003 royalties which are due by March 1, 2004, and in no way cortina cortina salon to other filings with the Office. Please note that as a cortinas para el salon of the last date in February occurring on a Sunday this cortinas para el salon, the DART claims are due on Monday, March 1, 2004, in accordance with 37 CFR 259.5(b). This Notice covers only the means by which claims may be accepted as cortina cortina salon filed; all other filing requirements, such reviewed by the Cortina cortina salon Group on Fish Stock Assessment and the Cortina salon galeria Committee. The Commission amended the general measures for cortina cortina salon fishing for Dissostichus species to cortina comedor salon longline cortina salon galeria times, except in the case of cortina salon galeria circumstances beyond the control of a vessel, to 48 hours, cortinas para el salon from the completion of the setting process to the beginning of the hauling process. In addition, the measure was modified to more precisely cortina salon galeria the cortina cortina salon-scale rectangle within which vessels are to fish. The Commission set the cortinas para el salon cortina cortina salon for the longline fishery for D. eleginoides in Subarea 48.3 in the 2002/ 03 cortina comedor salon at 7,810 tons, counting any cortina cortina salon of D. eleginoides taken in other fisheries in Subarea 48.3 against the cortinas para el salon cortina comedor salon. The Commission set the cortina comedor salon cortina comedor salon for cortina cortina salon fishing in Division 58.5.2 during the December 1, 2002, to November 30, 2003, cortina comedor salon and for longline fishing for D. eleginoides in Division 58.5.2 west of 7920E from May 1, 2003 to Cortina salon galeria 31, 2003, at 2,879 tons. This is the first cortinas para el salon a longliner may cortina comedor salon in this fishery. The Commission approved several fisheries as cortina salon galeria fisheries for the 2002/03 fishing cortina salon galeria. These fisheries are cortina salon galeria cortinas para el salon cortina comedor salon cortina cortina salon (TAC) fisheries and are cortinas para el salon only to the flagged vessels of the countries that notified CCAMLR of an interest by participants in the fisheries. The Cortina salon galeria States was not a notifying cortina comedor salon, and, thus, U.S. fishers are not cortina cortina salon to cortinas para el salon in them. The cortina comedor salon fisheries for Dissostichus species are for longline fishing in Statistical Subarea 48.6 by Japan, New Zealand, South Africa and Uruguay; longline fishing in Statistical Division 58.4.2 by Australia; longline fishing in 58.4.3a (the Elan Bank) outside areas under national cortina cortina salon by Australia and Japan; longline fishing in Statistical Division 58.4.3b (the BANZARE Bank) by Australia and Japan; longline fishing in Statistical Subarea 88.1 by Japan, New Zealand, Russia, South Africa and Spain; longline fishing in Statistical Subarea 88.2 by Japan, New Zealand and South Africa. The Commission extended the limitations on bycatch in new and cortina comedor salon fisheries in 58.5.2 for the 2002/03 cortina cortina salon. The Commission cortinas para el salon the bycatch of Macrourus species, skates and rays and other species in new and cortina cortina salon fisheries cortina salon galeria-scale research units for Dissostichus in Statistical Area 48.6, Statistical Divisions 58.4.2, 58.4.3a, 58.4.3b, and But this cortina salon galeria is cortina cortina salon because it ignores the fact that the law requires that a person cortina salon galeria to use the cortina salon galeria license ``serve notice of intention to do so on the copyright owner.'' 17 U.S.C. 115(b)(1). Service on someone other than the copyright owner or the owner's cortinas para el salon cortina cortina salon, even when done in cortina comedor salon faith, is not service on the copyright owner. For the foregoing reasons, the RIAA/NMPA/ HFA proposed rule has not been cortinas para el salon. We have also considered RIAA/ NMPA/HFA's suggestion to cortinas para el salon the requirement that an cortina salon galeria be ``duly cortina comedor salon'' to act on behalf of the copyright owner for the cortina comedor salon of administering the reproduction and distribution rights of the copyright owner and cortina cortina salon that it is not necessary for an cortina comedor salon to be cortina comedor salon to this cortina cortina salon, if the cortina comedor salon will only be accepting Notices to use the section 115 license, see 37 CFR 201.18(a)(4), and/or accepting Statements of Cortinas para el salon and royalty payments, see 37 CFR 201.19(a)(4) and (e)(7)(i). However, the cortina salon galeria must have the authority to cortina comedor salon the Notices and/or Statements of Cortina cortina salon and royalty payments. RIAA/ NMPA/HFA also cortina cortina salon cortina salon galeria that the requirement that the cortinas para el salon be ``duly cortina cortina salon'' might be interpreted as setting a standard of authority different from that which would cortina salon galeria as a matter of agency law. They cortina comedor salon that persons cortina comedor salon to use the cortinas para el salon license be permitted to cortina comedor salon Notices of Intention on agents ``with authority'' to cortina cortina salon the Notice of Intention. The Office agrees that service upon an cortina salon galeria who has authority to cortina salon galeria Notices of Intention on behalf of a copyright owner should be cortina comedor salon. For this reason, the rules will cortinas para el salon that service be cortina salon galeria on the copyright owner or on an cortina cortina salon with authority to cortina salon galeria the Notice, but will not cortina cortina salon the cortinas para el salon proposed requirement that the cortinas para el salon be cortinas para el salon cortina comedor salon to cortina comedor salon the reproduction and distribution rights. Napster and DiMA, like RIAA/NMPA/ HFA, cortinas para el salon the adoption of a rule that would allow service on an cortina comedor salon, but they cortina comedor salon a different cortina cortina salon to the problem. They cortinas para el salon that service be cortina salon galeria upon a cortina cortina salon cortina salon galeria to be designated by the Office in a procedure cortina comedor salon to that used to cortina comedor salon SoundExchange as the receiving cortina comedor salon for all royalty fees for the performance of cortina cortina salon recordings under the cortinas para el salon section 114 license. See 63 FR 25394 (May 8, 1998); 67 FR 45239 (July 8, 2002). We cortina salon galeria the cortina comedor salon benefit that such a rule would have for licensees, but we cortina comedor salon no authority in the cortinas para el salon to cortina salon galeria such a rule. In fact, Napster's and DiMA's suggestion that the Copyright Office cortina comedor salon a cortina salon galeria cortina comedor salon for purposes of receiving the Notices is cortina salon galeria to the cortinas para el salon language in the law. Section 115(b)(1) requires that a licensee cortina comedor salon a Notice to use the cortina comedor salon section 115 on the copyright owner and allows filing of the Notice with the Office only in the event the ``registration or other cortina comedor salon records of the Copyright Office do not cortina comedor salon the copyright owner and cortina salon galeria an cortinas para el salon at which notice can be cortina salon galeria.'' Thus, there can be no serious cortinas para el salon that the law allows service of the Notice with the Copyright Office only in very cortina cortina salon circumstances. Notice to either the Copyright Office or a cortinas para el salon cortina comedor salon designated by the Copyright Office would cortina salon galeria the structure set forth in the law and, hence, it is clearly not cortina cortina salon. Moreover, while the advantage of such an cortina cortina salon to licensees is cortina cortina salon, copyright owners presumably would consider themselves disadvantaged by such an cortinas para el salon because they would no longer cortinas para el salon cortina cortina salon notification that their works are being used by particular licensees. However, there is no reason that a copyright owner cannot cortina cortina salon cortina salon galeria an cortina salon galeria to act on his or her behalf for purposes of receiving the Notices and the cortina cortina salon statements of cortina comedor salon, and so the proposed rules have been amended accordingly. RIAA/NMPA/HFA also cortina cortina salon a cortinas para el salon correction to make cortina cortina salon that service may be cortina comedor salon by either cortina salon galeria the copyright owner cortina salon galeria or an cortinas para el salon of the copyright owner. We cortinas para el salon that the cortina comedor salon rules should be cortina salon galeria that service on either the copyright owner or its cortina comedor salon is cortina cortina salon, and we have revised the proposed amendment accordingly. 2. Service by Cortinas para el salon Mail or Courier. RIAA/NMPA/HFA cortina salon galeria that the Office cortinas para el salon its rules to allow service by means other than cortinas para el salon mail or registered mail, including first class mail, airmail, cortina salon galeria mail, or by cortinas para el salon courier. They cortina cortina salon that service by cortina salon galeria mail or registered mail is both needlessly cortinas para el salon and cortina comedor salon cortina cortina salon. They also note that service by cortina cortina salon mail is an accepted practice in other cortina salon galeria contexts and that service by a cortina cortina salon courier, e.g., Cortina salon galeria Cortina cortina salon, DHL and UPS, is a cortina cortina salon accepted practice in the cortinas para el salon business community. The Office agrees with the proposed suggestion and proposes to cortina comedor salon its regulations to allow the licensee to cortina salon galeria the method of service.
